WeChat Pay Proper Use Rules

You hereby warrant and represent that you shall be independently responsible for complying with all applicable laws and regulations relating with all of your actions which exist in the provision of WeChat Pay Cross-border Payment Service Agreement entered into and by WeChat Pay and You.

1. Permitted Categories

Subject to the Chinese applicable laws, statute, ordinance, regulations and the approval of SAFE, WeChat Pay Cross-border Payment Service is permitted for categories of cross-board transactions as listed below:

1.1 Permitted Categories for Transactions of Cross-board Electronic Commerce

(1) Trade of goods;

(2) Airline tickets;

(3) Hotel accommodation;

(4) Overseas education;

(5) International logistics;

(6) International car rental;

(7) International conferences;

(8) Software services (digital entertainment products and Apps download services, excluding top up services for virtual asset, such as top up for online games or membership);

(9) Medical services.

1.2 Permitted Categories for Transactions of Offline QR Code Scanning

(1) Tourism shopping;

(2) Accommodation;

(3) Catering;

(4) Transportation;

(5) Daily life services;

(6) Tickets services for tourism;

(7) Leisure and entertainment;

(8) Communication;

(9) Medical services;

(10) Overseas education;

(11) Training;

(12) International conference.

2. Forbidden Categories

Subject to the Chinese applicable laws, statute, ordinance, regulations and the approval of SAFE, WeChat Pay Cross-border Payment Services is forbidden for transactions as listed below:

(1) Payday loans;

(2) Stock and securities;

(3) Mutual Funds;

(4) Insurance products and services;

(5) Financial products and services, including trusts or asset management services, or products and services associated with the sale of traveler’s checks, money orders or foreign currency;

(6) Foreign exchange services or check cashing businesses;

(7) Peer to peer (P2P) lending services;

(8) Payment by instalments service;

(9) Items that are associated with purchases of annuities or lottery contracts, lay-away systems, off-shore banking or transactions to finance or refinance debts funded by a credit card;

(10) Trading or distribution of currency (both CNY and foreign currencies) ;

(11) Pornographic or obscene audio-visual products, channels and publications;

(12) Pornographic or obscene items, adult businesses or adult-related services, including escort services, adult massage, or other adult-entertainment services, adult performer regardless of sexual orientation;

(13) Gambling or betting, including lottery tickets, casino gaming chips, off-track betting, memberships on gambling-related internet sites and wagers at races;

(14) Illegally sold drugs, alcohol, or drug paraphernalia or other products that might present a risk to consumer safety;

(15) Products or services that are marketed or advertised using deceptive or unfair sales practices;

(16) Ammunition, firearms, or certain firearm parts or accessories, including but not limited to military or police equipment;

(17) Consumer Credit Reporting Agencies;

(18) Sales of personal information (e.g. identity card information);

(19) Services or products that infringe on personal privacy (e.g. online activity monitoring);

(20) Sales of valid or synthetic government IDs and documents;

(21) Credit protection or identity theft protection services;

(22) Illegal sale of financial information (e.g. bank accounts, bank cards) ;

(23) Rare wildlife (living things), Rare wildlife products (specimens, etc.);

(24) Smuggled goods;

(25) Human organs;

(26) Virtual Currencies;

(27) Tobacco products(on line);

(28) Trading or sale of digital or crypto- currencies (e.g. Bitcoin, Litecoin);

(29) Certain weapons or knives regulated under Applicable Law;

(39) Poisonous or hazardous chemicals;

(31) Counterfeit goods or currency;

(32) Counterfeit or replica food products;

(33) Antiques and arts,Antique reproduction shops;

(34) Precious metals and rare earth minerals;

(35) Crude oil,Petroleum and Petroleum Products;

(36) Boat dealers;

(37) Pawn Shops and Salvage Yards;

(38) Software or products related to trading of financial products and information;

(39) Virtual Private Network, Virtual Private Server;

(40) Cash disbursement services from credit funding sources (e.g. credit cards);

(41) Rebate or cashback services;

(42) Products or services that process pop-ups or contain, promote, reference or link to any spyware, malware, virus, back-door, drop dead device or other program installation;

(43) Real estate service;

(44) Auction sites and services;

(45) Pawn services;

(46) Collection agencies;

(47) Surrogacy services;

(48) Hacking services;

(49) Safe deposit services;

(50) Legal services and attorneys;

(51) Accounting, auditing and bookkeeping services;

(52) Counselling services — debt, marriage and personal;

(53) Immigration Service;

(54) Timeshares;

(55) Charitable and social service organizations;

(56) Crowd funding;

(57) fund-raising activities;

(58) Court Costs, including Alimony and Child Support;

(59) Bail and Bond Payments;

(60) Civic, social and fraternal associations;

(61) Items that support pyramid or Ponzi scheme, matrix programs or other ”get rich quick” schemes or certain multi-level marketing programs;

(62) Cashback from WeChat Pay account;

(63) Illegal or unregistered fund-raising activities;

(64) Anesthetic, psychotropic or prescription medicine; illegal unregistered medicine;

(65) Any other category or payer that WeChat Pay may decide to prohibit, in its sole discretion for the purpose of risk control;

(66) Any other category which may violate any applicable laws, statute, ordinance and/or regulations from time to time.

WeChat Pay is entitled to adjust or update the WeChat Pay Proper Use Rules in case of any change of Chinese applicable laws, statute, ordinance, regulations and the approval of SAFE. Simultaneously, in case of any change about You including but not limited to your business model, your business categories, new goods on sale, new functions regarding your service, the enforcement of any new laws, statute, ordinance, and regulations in your countries or regions, please inform us with a thirty (30) calendar days’ prior written notice to the following email:

Special Note:

For the avoidance of doubt , “You” shall mean Merchant and/or Institution. If you are a Merchant, you shall commit to abide by this WeChat Pay Proper Use Policy; If you are an Institution, you shall commit to require and ensure your sub-merchants to abide by this WeChat Pay Proper Use Policy.
